Charter opened on 13 August at the top of Thonglor with a cafe, three drinks operators, a tree through the middle of the room and no kitchen. Here is what is open now and what arrives in October.

Charter opened on 13 August at the top of Thonglor. It is not really a bar, and it is not a club either. Think of it as a social space built for staying.
We have not tested it ourselves yet, so treat this as a first look rather than a review.
What is actually open
Right now the space runs a cafe, Cork N Bottle for wine, Shake'r for cocktails and The Tap for beer, alongside long communal tables, records, a screen for football and a tree growing through the middle of the room, all under a long glass roof.

Three separate drinks operators under one roof is the part worth noticing. It means the room does not have a single house style - you can be drinking natural wine at one table and draft beer at the next without anyone moving venues.
What is not open
There is no kitchen yet.
Planned from October: morning opening, restaurants, a wellness zone, and more indoor and outdoor space. Charter itself describes the current phase as neither a soft opening nor a grand opening, just something in between.
That is an unusually honest framing, and it should set your expectations. Go now for the room and the drinks. Go in October for the version they are actually building.
Who is behind it
The group is T-Hospitality, whose Bangkok venues include Thay, Tderm, GOT, Rec and Xim. Charter is their first concept designed to eventually work from morning through to night, which is what the October phase is for.

- BTS: around 1.4 km from Thong Lo, so this is a taxi or a long walk
- Hours: currently daily from 6pm until late

The 1.4 km from the BTS is the thing to plan around. Upper Thonglor is not walkable from the station in the way the lower end of the road is, so build Charter into a night that starts or ends there rather than treating it as a quick stop between two other venues.
Worth a visit now?
Yes, if you want a long, seated, low-pressure evening with good drinks and no dance floor - and you eat first. No, if you want a finished venue, because by their own description it is not one.
